Through this project, UNHCR seeks to contribute to the attainment of the 2014 Shelter/NFIs Cluster strategic objective of providing adequate dwellings to IDPs and returning IDPs and an increased access to non-food domestic items, in view of guaranteeing an improved life of security and dignity in IDPs areas of displacement and return. In this regard, this project seeks to respond to the following specific objectives:
• Encourage the return of IDPs through the provision of NFIs and shelter reconstruction kits,
• Create conditions of peaceful cohabitation between returning communities by encouraging them to return in the same communities and providing them with training and assistance, so that they re-build their houses together helping each other,

Activity 1: repair water points ( curbstone, concrete platform , protective wall of the well and hand pump )
Activity 2 : Establishment and training of water committees . Each point rehabilitated water will have a management committee waterhole whose members will be trained in both technical and financial management of the work
Activity 3 : Campaigns hygiene in communities where water points were rehabilitated accompanied by a distribution of hygiene kits
Activity 4: Supply of tools for repair and maintenance of water points ( each water formed committee will receive tools for the repair and maintenance of water points and spare parts ) .
These activities will be implemented in close collaboration with the WASH Cluster and state services in charge of water

Global acute malnutrition prevelance is 21% in one of the two centers while the other showed a prevlance of 13%. In response, WFP is providing treatment to 5,700 acutely malnourished children under 5 and pregnant and lactating women through the targeted supplementary feeding programme as well as providing emergency blanket supplementary rations to 11,500 who are at risk of malnutrition. New arrivals will be provided with a once-off transition ration at the arrival sites.

Family tracing and reunification is critical for people with specific needs, particularly for unaccompanied and separated children. UNICEF will also provide some 3,000 children with safe areas and emergency psychosocial support through the establishment of 10 child friendly places. In addition UNICEF will monitor and report on child rights violations and launch mine risk awareness campaigns.

Current water sources include (unchlorinated) river and canal water which is being shared with animals. WHO proposes to provide safe access to water for South Sudanese refugees in the White Nile and South Kordofan States through water testing and monitoring water sources in the refugee relocation sites as well as in the host communities. WHO will procure water testing kits to rapidly conduct water quality testing. WHO will simultaneously provide training for environmental health workers and community volunteers on proper water chlorination and water cleanliness and safety.

UNDP has received requests from more than 20 municipalities for assistance with debris removal. With CERF funds, UNDP will provide technical expertise and equipment for debris clearance and removal. A cash-for-work component will directly benefit some 140 people over a 30-day period.

The joint project is in line with the SRP for Mauritania and the strategic objectives developed for this CERF allocation round for underfunded emergencies. The rate of food insecurity has increased from 29% to 36% in Hodh el Chargui, the area targeted by this project. FAO, IOM, OHCHR, UNDP, and WFP participate in the joint project. As part of the joint project, WFP will be responsible for distributing 631 tons of food to 29,082 people in food insecurity, to bridge the lean period until the next agricultural season.

In addition, UNICEF will establish 60 additional safe breastfeeding spaces and provide nutrition education to PLWs. WFP and partners will train and deploy community outreach workers to increase awareness of malnutrition.

The objective of this project is the enhanced food security of returnee and host populations in Logone Oriental, Mandoul and Moyen Chari through asset creation/rehabilitation activities. Unconditional cash vouchers will be distributed to 75,000 returnees enabling them to meet their food consumption requirements. 15,000 host community members will receive conditional assistance (vouchers for asset creation projects) – addressing food consumption needs and supporting rehabilitation of assets that increase communities’ productive capacity.

Recommendation: The CERF Programme Section believes the project adheres to the CERF Life-Saving Criteria and recommends it for funding.
Application Summary
This submission is a part of the broader regional strategy to use US$ 40 million CERF rapid response funds to address the ongoing humanitarian situation in the Central African Republic (CAR), Republic of Congo (ROC), Democratic Republic of Congo (DRC) and Cameroon due to the crisis in the Central African Republic.
It is estimated 150,000 people (twice the number expected) have entered Chad from CAR since the beginning of 2014. The majority are Chadian returnees, who have lived in CAR for two or three generations and have no family ties in Chad. According to the latest IOM data, more than 60 000 returnees are still living in temporary or transit. More than 30,000 people are living in host communities along the border with CAR. While the border between Chad and CAR is closed as of May 12, local sporadic arrival of people from CAR is still reported. New arrivals since September 2014 have averaged 3000 per month (compared to 90,000 persons/month in early January).
A total amount of $4,998,266 is requested from CERF to provide rapid lifesaving response to returnees and host communities. The HCT prioritized two locations (Kobiteye and Mandoul) for CERF funding, as well as an overall theme of protection, including protection specific activities and cash-for-work activities aiming to increase social cohesion between arrivals and host communities.

IOM with DRC will also use some funds to provide day to day essential camp services in Bentinu. RESIDENT / HUMANITARIAN COORDINATOR REPORT ON THE USE OF CERF FUNDS SOUTH SUDAN RAPID RESPONSE DISPLACEMENT 2014CERF funding is based on an agreed proposal, including specific planned outcomes and outputs.XM-OCHA-CERF-14-RR-IOM-051UNOCHA - Central Emergency Response Fund (CERF)Provision of emergency WASH assistance for vulnerable populations in South SudanIOM and other WASH partners including UNICEF aim to improve WASH infrastructure and services in Bentinu POC and surrounding areas where conditions are congested and lacking proper drainage, waste management and where clean water supply is inadequate. IOM will establish 3 water systems and will construct 1,000 latrines, for 20,000 people. IOM will also improve the liquid waste disposal system. IOM and UNICEF are working closely together have split the work in the Bentiu POC and surrounding areas in order to complete the work within the dry season. More than 51,000 IDP’s will benefit from this project that will continue until May 2015.

UNICEF will use CERF funds to 1) deliver essential nutrition inputs including Ready to Use Therapeutic Food (RUTF), therapeutic milk (F75-F100) and essentials drugs and 2) train health staff, community and social workers in Infant Feeding (IFE). 3,000 refugees in the Adamawa and East regions will benefit from this support for 6 months.

In addition, UNICEF will improve WASH facilities, including water points and latrines, in 5 schools supporting some 2,500 children. Lastly, UNICEF will train 72 teachers and community members on Education in Emergencies. All activities will include a component on hygiene promotion and education.

A total of 8,360 severely acute malnourished (SAM) children will be admitted and treated in inpatient and outpatient therapeutic units. CERF funding will scale up the integration of SAM management in the minimum package of health activity including outreach activities in specific areas most affected by the crisis. In particular, CERF funds will support the rehabilitation of 4 therapeutic units of SAM and 25 out-patient therapeutic units. UNICEF will also support the screening and treatment of some 10,878 SAM children under five through the provision of therapeutic feeding and RUTF.

With CERF funds, UNICEF and partners aim to provide critical child protection services in Nana Gribizi, Ouham and Ouaka prefectures. In particular, UNICEF aims to identify, facilitate the release and support the treatment of children associated with armed groups, as well as raise awareness of the issue with communities, leaders and commanders of armed groups. Additionally, UNICEF will support psychosocial activities targeting children and youth with a focus on areas where children have been recruited by armed forces or recently reintegrated into the communities. Lastly, UNICEF and partners will strengthen the monitoring of rights violations through child protection networks in 12 localities. The project will directly benefit some 450 children associated with armed groups and directly assist more than 200,000 children in the targeted prefectures.

To ensure sufficient staffing at the six health centers, WHO’s partner (Save the Children) will provide a nominal incentive to skilled health workers.

In particular, UNICEF will increase malaria and HIV/AIDS prevention activities in high risk areas. For malaria, UNICEF will distribute mosquito nets to some 193,000 people and provide 194 emergency health kits to local health facilities treating malaria. In addition, UNICEF will train community health workers in 38 localities on sensitization activities and data collection for disease monitoring. For HIV/AIDS, UNICEF will provide counselling and testing to pregnant women attending antenatal care (ANC) and provide antiretroviral (ARV) prophylaxis to pregnant women testing positive for HIV. Additionally, UNICEF will ensure assisted delivery to 5,299 pregnant women attending ANC in health facilities and will provide ARV prophylaxis to children born from HIV+ mothers.

The project will benefit some 115,000 people. UNHCR and UNICEF will procure and preposition standard relief item kits to be distributed to communities as needs arise. UNHCR will also construct three warehouses to allow NFIs to be positioned closer to the areas of operation. UNICEF will work with the cluster’s RRM (five stand-by NGO partners) to assess and distribute NFIs. All commodities will be distributed within the six-month implementation period.

The project will benefit some 115,000 people. UNHCR and UNICEF will procure and preposition standard relief item kits to be distributed to communities as needs arise. UNHCR will also construct three warehouses to allow NFIs to be positioned closer to the areas of operation. UNICEF will work with the cluster’s RRM (five stand-by NGO partners) to assess and distribute NFIs. All commodities will be distributed within the six-month implementation period.

With CERF funds, IOM and partners will provide CCCM and protection support in two sites in Kabo of Ouham Prefecture. The project will directly benefit some 30,600 people including 8,600 IDPs and 22,000 host community members. In particular, IOM will conduct site coordination and management, distribute emergency NFIs and shelter materials, provide protection assistance (such as fees for medical services or reissuance of IDs) and establish community platforms for protection monitoring and support.

This brigade will rapidly respond to alerts of damaged infrastructure, such as roads and bridges, and carry out rapid and emergency repairs. The project will repair some 12 infrastructure works (approximately 2 per month for 5 months). The project will directly benefit 15,600 people who will be employed through cash-for-work schemes to carry out the repairs in their community. This intervention has been designated as a high priority by the Logistics Cluster and the HCT to ensure consistent access to populations in need.

The blanket supplementary feeding and targeted supplementary feeding will be carried out in the prefectures of Kemo, Nana Gribizi, Ouaka, Ouham and Ouham Pende over the course of five months. The CERF contribution will cover roughly one-third of expected caseloads in the targeted prefectures between the current and new EMOPs. BSF and TSF for children under-five will be supported with other resources.

This project aims to ensure primary care adult refugees populations. Specifically, CERF funds will target CAR refugees located on sites Betou and Impfondo and will: extend the availability of preventive and curative care for children under 5, pregnant and lactating women; support supervision by health providers activities involving community volunteers; and ensure the acquisition of inputs required for the provision of care.

Since the outbreak of the crisis in the Central African Republic , the neighboring countries of the Central African welcome in their territories hundreds of thousands of refugees with more than 19,055 registered in the Republic of Congo on 30 September 2014. The participatory evaluation in October 2014 identified the need to prioritize response related to needs of refugee protection, shelter, non-food, water and sanitation, health/nutrition, education, livelihoods and support to third countries affected by the movement, targetting 3,157 newly arrived refugees.
